Project Design Document Review

Project Design Document (PDD) is a document prepared by the project participants to provide an accurate picture of the project activity. Based on PDD and other submitted documents, the DOE reviews if a proposed CDM project meets requirements such as CDM participation requirement, applicability of baseline* and monitoring methodologies, additionality**, sustainable development, environmental impact, monitoring plan and data control, verification methods etc.

* Baseline is the scenario that reasonably represents the anthropogenic emissions by sources of GHG that would occur in the absence of the proposed project activity.

** Project participant (PP) has to prove that the project activity is additional in CDM. Additionality means that the project activity would not have occurred in the absence of the CDM project due to financial, environmental or technological barriers in the host countries.
